چکیده

The recent publication by the U.S. Chemical Safety Board (CSB) concerning its findings on the Concept Sciences Inc. (CSI) incident involving hydroxylamine (HA) has raised issues with regard to safe production of HA. This CSI incident was followed by another incident that destroyed the Nissin Chemical HA plant in Japan, and today BASF is the sole commercial producer of HA. HA is an important solvent in the pharmaceutical industry and is used as an etching agent in the semiconductor industry. This paper discusses a Quantitative Risk Assessment (QRA) of a generic HA production plant, which integrates the findings of the CSB report and the knowledge of potential HA reactivity hazards based on research at the Mary Kay O’Connor Process Safety Center. The intent is to highlight safety concerns and major risk factors in the production and handling of HA and to provide risk assessment guidelines for potential manufacturers. These guidelines are also applicable to the production strategies for other hazardous chemicals.

If the project is budget-constrained, prioritization will help you decide which requirements should be implemented and which should be candidates for elimination. 2. If the project is time-constrained, prioritization will help you d...

Guidelines to Evaluate Human Observational Studies for Quantitative Risk Assessment

BACKGROUND Careful evaluation of the quality of human observational studies (HOS) is required to assess the suitability of HOS for quantitative risk assessment (QRA). In particular, the quality of quantitative exposure assessment is a crucial aspect of HOS to be considered for QRA. OBJECTIVE We aimed to develop guidelines for the evaluation of HOS for QRA and to apply these guidelines to case...

Learning effect The learning effect is concerned with cumulative production over time—not the manufacture of a single product/batch at a particular moment in time—and recognises that it takes less time to assemble a product the more times that product is made by the same worker, or group of workers. The most effective way of describing the learning effect is to consider the assembly of selfasse...
